No, Party Quests require a minimum party size (usually 3-4 players). This is by design - PQs are meant to encourage cooperation and community building.
You won't be able to enter the PQ if you're outside the level range. If you're under-leveled, grind to the minimum level first. If you're over-leveled, you'll need to move to the next PQ tier.
Stand near the PQ entrance and use the megaphone or all-chat. Common phrases: "LF>KPQ party" (looking for), "PQ@@@" (recruiting), or "21 sin LF>KPQ" (your level, class, looking for). You can also join a guild for reliable parties.
